How small?

A couple possible bits of advice -- but this is based on my particular background...

One is to work in layers. If you've got something solid at the core, and then you're working on only the details on top of that, the whole mass won't move around as much.

Doesn't Scupy come in an extra-firm variety? Maybe look for that?

I came from a background of using two-part epoxy putty before trying Sculpy & other polymer clays. They're mostly a bit stiffer, but have their own set of other issues like learning to work with a new material, short work time (before they cure,) expense, etc. But the work time can also be turned to your advantage -- for example, if you let it cure part way, you can still work with it, but its a lot more stiff.

I use a mix of clays/putties. For customs toys & scratch built stuff, I use polymer clay for the large forms & some of the details, but for the finer remaining details I've still been going back to epoxy -- ProCreate is what I've been using lately.

You should look into epoxy type clay or original sculpey. I use super sculpey and found that baking the base center first than adding to it, makes it a little easier to work with. Takes more time. You also may need some sculpey glue. I haven't been sculpting with this stuff long. I'm more accustomed to traditional kiln fired clay which requires water and kneading and can air dry to allow for detail to be cut prior to firing.
